The CTA says recent refinery fires in the state constitute an emergency, and alleges that oil companies are jacking up prices and pocketing the profits. * The National Labor Relations Board has dismissed another Overnite decertification petition, and the Teamsters Union says it's preparing for a nationwide unfair labor practices strike against the company.
