Stephen, basically it comes down to information.

They must run wireline tools down a hole to get accurate quantifiable measurements of the actual reservoir rock.
The further they drill into the reservoir, the more information they can get about it's make-up.

Wireline logs are electrically operated tools that are suspended on a truck-mounted cable and lowered down the wellbore. They run them to the bottom of the hole (TD) and then pull them up slowly, taking constant readings into the borehole walls as they go. They measure such things as temperature, electrical resistivity, gamma radiation (shales typically emit more radiation than sands), sonic properties, etc...
The continuous readout, printed essentially on a scroll, is the "log" that we keep referring to.

In order to fully understand the Temblor at ELH, it will be necessary to take as many wells as possible to the bottom of the Temblor, just so they can take these measurements as frequently as possible and build up a 3-D model of our baby.
This information will enable them to pick the optimum points to perforate the production casing and produce from.

Of course, there is then the question of what lies in the "Point-of-Rocks formation", as I understand that it may be productive too. It lies beneath the Temblor. We may need to take these things even deeper in the future. *ggg*
