I don't know if this bundling is happening and there probably is no law strickly forbidding it. However, it could be the cause of the government getting renewed interest in Intel. I believe that the "100 Years War" between DOJ and IBM started over IBM's bundling of HW and SW. In any case, I'm sure that Intel is well aware of any such risk and is prepared to deal with it. Of course AMD could be toast before the government actually gets around to doing anything.
