Well of course AMD made the Athlon to be capable of multiprocessing. But much of its scalability depends on the chipset.

As for Anand's current peculiarities with the Irongate chipset performance, it could either be due to a bug or a design flaw. The former could be fixed, either by AMD themselves or by a third-party chipset vendor who is referencing their designs off of AMD's Irongate. The latter could be because Irongate wasn't meant to be a server chipset.
