heinz: "i agree that the SEC should look into these things, specifically to find out if upgrades are used for dumping inventory, which probably happens quite often." I was recently reading pieces from the 1933 Securities Act and changes through like 1970. It dawned on me that the Act was created after the biggest bubble the history of the US stock market in 1929 due to all kinds of fraud and scams. It also dawned on me that we may have a new Act of 2003!
