How many licenses was ARTT recently granted?

First, this was simply about the value of the licenses granted, which you will note did not increase BofA's DCF target price for WCII. Second, the perceived ability of a company to buildout those licenses is a consideration. Third, I'm sure BofA wouldn't have a problem considering ARTT's spectrum, IF they followed them.

NEW YORK--(BUSINESS WIRE)--Aug. 18, 1999-- WINSTAR COMMUNICATIONS INC. (NASDAQ: WCII) today announced that SIEBEL SYSTEMS, INC. (NASDAQ: SEBL), the leading provider of Web-based front office software systems, has selected WinStar's recently launched OC-3 (155 mbps) point-to-point service, which can support in excess of 2,400 simultaneous voice phone calls, for its campus headquarters. WinStar is the first company to offer fixed wireless broadband OC-3 service to its customers.

Siebel Systems, based in San Mateo, California, is utilizing the OC-3 technology to deploy a data and voice connection between its campus buildings to ensure continuous network connectivity. Siebel will use WinStar's OC-3 point-to-point service to support a variety of business functions, including e-mail, Internet access and file sharing.

The advanced, high-capacity, high-speed OC-3 radios - which operate in the 38 GHz frequency - deliver ATM, SONET and Fast Ethernet traffic over WinStar's Wireless Fiber(SM) network. They are designed to support high-capacity data, Internet and video applications, as well as traditional voice services. The service can be integrated into Wide Area Networks (WANs), Metropolitan Area Networks (MANs) and Corporate Campus environments, providing connectivity for private networks.

"Reliable communications and continuous access to corporate data are critical factors for everyday operations," said Gene Coodley, director of network services for Siebel Systems. "By deploying WinStar's OC-3 service, we are building diversity into our network and ensuring 24x7 connectivity for our campus buildings."

"We are pleased that Siebel Systems has chosen WinStar's advanced OC-3 service to support its operations," said Bob McGuire, president and chief operating officer of WinStar's Large Accounts organization. "This technology provides a cost-effective solution to our customers by giving them a highly sought-after level of capacity, speed and quality."
