DELL: <<Deutsche Banc Alex. Brown upgraded Dell (DELL) to "Strong Buy" from "Buy" citing improved fundamentals and the firm's strong outlook. PaineWeber lifted its rating on Lycos (LCOS) to "Buy" from "Neutral" based on valuation and improving fundamentals. PaineWebber reduced its rating on Saks (SKS) to "Neutral" from "Buy" following management's downward revision to earnings. ING Barings likewise downgraded SKS to "Hold" from "Strong Buy". Warburg Dillon Read downgraded Keystone Financial, Inc. (KSTN) to "Hold" from "Buy," citing reduced earnings growth and no foreseen catalyst for a turnaround. >>>
