All right, rather than prolong a terminological debate, I will try to think of another term. I only note that "devolution" is the term commonly used in such discussions nowadays....

What you say is very interesting. It would seem now that the intentions of the founders to limit the power of any central government have been thwarted and that we now have something that is closer to tyranny than anything else. I suppose it could be argued that we still have representation. But if our voice is ignored do we really?
