Wouldn't you tend to think any bad news is already priced into EGRP and that this may signal the bottom?

If anything, it will encourage some medium traders to start trading more to get the discount.

Additionally, If folks are making 70+ trades, thats alot of commission...just think...the more people that qualify for the discount..the more revenue e-trade is making. Smart move in my book.
