Unfortuntely you are making a wrong assumption.

reproach:(from the american heritage dictionary)
to express disapproval or criticism. to blame, rebuke.

For me to say that he is not beyond reproach I do not need a court decision or some other legally pronounced "fact". I only need to show that he is not beyond any blame or criticism.

The url I previously posted gave ample reason from experts in the field(district court judge) who does not have a politicl axe to grind(republican appointed by Ronald Reagan)
and in his professional opinion Starr was not beyond reproach. There does not have to be proof of impropriety, only the question of it.
