No, Tier 3 OEMs are companies like CyberMax, Tiger Direct, and whomever else you don't recognize!

GOOD GOD! Is that not true. They do not have the resources to do that; unless you are referring to the case where a MoBo maker also markets their own "house brand" PC (sometimes known as a Piece of Crap due to all of the cheap components inside.) Tier one OEMs can play a very active role in the actual MoBo design. Both IBM and Compaq are famous, historically for this. I understand that one (of many) sources of friction between Compaq and iNTEL (the kINGMAKER) has been iNTEL's rationing of their MoBO technology to their most favored customers (I wonder if Mickey DEE is listening) to the detriment of some of the others.
