Caught this on RB. I wonder if they plan to send it out in a mass mailing? Now would be a good time for that.

CATHAYONLINE (OTCBB: CAOL)

UPDATE REPORT

CathayOnline inc.

In the future, CathayOnline Inc. is likely to be viewed as a template for how to become a leading, fully-integrated internet
enterprise. Corporate goals are being set and achieved at a staggering rate, methodically constructing a foundation
destined to change the face of communications in the Chinese-speaking markets of the world.

Opportunity is seemingly boundless with electronic communications in China. CathayOnline Inc. is building a company that
aspires toward long-term leadership in the realm, and has set a crushing pace with which to do it. Intense, strategic
groundwork has already been laid in three high-growth areas:

Internet (ISP)
E-mail and Advanced Messaging Services
Online lotteries
A brief glimpse at their accomplishments so far will bring you up to speed...

June, 1999: Acquisition: First of 200 Online Lottery Kiosks
June, 1999: Acquisition: Sichuan Torch Information Technologies Co. Ltd.
June, 1999: Joint Venture Partnership: Chengdu Torch Industrial & Commercial General Company.
July, 1999: Acquisition: TorchMail.Com
July, 1999: Strategic Partnership: USA.NET
July, 1999: Acquisition: 3 Online Lottery Kiosks in Guangzhou, China
July, 1999: Acquisition: 5 Online Lottery Kiosks in Guangzhou, China
August, 1999: Launch: English version of TorchMail.com
August, 1999: Expansion of ISP
August, 1999: Hiring of Advertising Company: The Murjan Group
Lotteries

CathayOnline set a goal of acquiring 200 Online Lottery Kiosks this year. The total annualized net income (EBITDA - Earning
Before Interest Taxes & Depreciation) they can expect from the feat is projected between US $1.75 million and US $2.25
million.

The Company clearly recognizes areas of significant, untapped potential. Government-sanctioned lotteries are the fastest
growing gaming segment of the Chinese economy. The 6% of the Chinese market that has actually tried its luck translated
into a staggering US $1.3 billion in lottery cards.

While gaming is still in its introductory stage in China, CathayOnline is creating a high degree of brandname recognition,
standardization, and cross-merchandising with the acquired lottery kiosks, dramatically improving the nondescript models in
place today.

Internet Services

Throughout the next 24 months, CathayOnline will stake its claim in a 10-fold increase of Internet users in China. The June
acquisition of an ISP in Chengdu, the capital city of Sichuan, positioned CathayOnline as a joint venture partner with, and
sole operator of, one of only four government licensed ISP's in a province of 100 million residents.

CathayOnline will be the elite competitor in the market. Their marketing strategy for the enterprise includes delivering
high-growth, value-added services far superior to those currently available, while expanding concurrently into Sichuan's
twelve additional major municipalities.

Again demonstrating their sixth-sense for untapped markets, Chengdu represents huge potential for CathayOnline. As one of
the most important centres of politics, economics, technology, and culture in China, today Chengdu has only 4% of the
Internet usage in China.

Having already launched the English version of the TorchMail.com service ahead of schedule, CathayOnline Inc. is currently
upgrading their technological infrastructure in preparation for a user base expansion of more than 20,000 Internet users.
Appropriate resources have been allocated to ensure completion of this upgrade within the next 45 days. Launch of the
Chinese-version of the service is scheduled for the year 2000.

E-mail and Advanced Messaging Services

Following the July acquisition of TorchMail.com, an E-mail Service Provider in the province of Sichuan, China (pop. 100
million), CathayOnline immediately announced their strategic partnership with USA.NET. The relationship allows them to
bundle USA.NET Professional Messaging with Internet access service for individual consumers, as well as provide
value-added e-mail service to corporate consumers.

Forming strategic alliances with internationally respected partners, has been critical to CathayOnline growth. TorchMail.com.
recently announced the hiring of The Murjan Group to bring online advertising to TorchMail.com's e-mail/e-messaging
services. The Murjan Group brings the renowned talents of the individuals responsible for banner advertising on the highly
popular Tucows site (http://www.tucows.com).

In a recent report by Forrester Research, online advertising spending was predicted to hit US $33 billion by the year 2004.
While the USA accounts for the majority of this expenditure, one third will be generated outside of the USA - a figure that is
expected to grow from US $502 million this year, to US $10.8 billion in 2004.
