Cybersurf Continues to Prepare for Toronto Launch of the
3web Network

CALGARY, Alberta--(BUSINESS WIRE)--August 19, 1999--Cybersurf is pleased to announce that its plans for the Toronto
release of its free Internet and Email service, the 3web Network, are continuing according to schedule.

Fueled by a $12 million investment in cash, of which $7 million will be applied by Cybersurf against wholesale network
services to provided by Call-Net, Cybersurf is in the process of expanding its network infrastructure to accommodate the
anticipated demand of Toronto Internet users, and will launch 3web in Toronto this fall. Marketing and distribution channels
are being finalized for the 3web Network, and Cybersurf's Toronto sales force is continuing to sign local and national
advertising clients. Further information on the Toronto launch and other projected cities of operation will be made available
on 3web's new website, www.3web.net.

All terms of Cybersurf's agreement with Call-Net Enterprises Inc. have been satisfied and Cybersurf and Call-Net are jointly
coordinating their efforts in anticipation of the launch of 3web in Toronto. Executives at Cybersurf continue to be excited
about the company's alliance with Call-Net and Call-Net's role in the implementation of 3web into Canada's largest market.
