Here's my favorite part...

"... As previously reported, since May 1, 1998, the Staff of the Securities and Exchange Commission had been investigating the affairs of the Company. Recently, the Staff advised the Company that it intended to recommend to the Commission that it institute enforcement actions against the Company and various individuals associated with it seeking various forms of relief. The Company and the persons involved have made a submission to the SEC arguing that the relief sought is not necessary or appropriate but offering to consent to some but not all of the relief contemplated. The Staff has indicated that it will not recommend that the Commission accept the offer. The Commission has not yet considered the matter or decided whether to institute enforcement actions." ...
