it's possible that he doesn't really care about whether the Dow goes back to 7000 or so. after all that's were it was about two years or so ago, so what does it really matter if it goes back there? probably though there is political pressure on the Fed to keep the mania ticking. the joke about bear markets being outlawed is perhaps less of a joke than we think...
