You could do this with FirstAlert chartist.com

It runs on a few different data feeds and costs $200.00/mo.

It is highly programmable so this is something you would code it to do and would consititute about 1 in 10,000 things it could do.

But, personally, I think you'd get A LOT of signals off of this due to the nature of the way stocks trade, particularly with NYSE stocks where the specialist holds orders while trying to assemble a larger order, but once it's printed, the move is done so how would it help?
