Turkey Quake Aid Gets Global Start By EDITH M. LEDERER .c The Associated Press UNITED NATIONS (AP) - In a global outpouring of help for victims of the Turkey earthquake, governments on Tuesday sent sniffer dogs and rescue experts to search for the missing and medical teams to help the injured. From Japan and Russia to Greece and the United States, a major relief operation quickly moved into high gear - fighting against time to try to rescue those trapped under debris and to assist thousands who lost their homes. U.N. Secretary-General Kofi Annan pledged U.N. assistance for relief and rehabilitation efforts in Turkey - and the German government made $560,000 in emergency aid available to the government. ''We are in urgent need for technical expertise in search and rescue and fire extinguishing,'' said Turkish spokesman Haldun Otman. At the request of the Turkish Red Crescent, the international Red Cross launched an initial appeal for $7 million to assist some 100,000 people affected by the quake. The U.N. Disaster Management Team in Turkey, comprising all U.N. agencies operating in the country, met Tuesday in Ankara to assist the government in coordinating international aid. The U.N. Office for the Coordination of Humanitarian Affairs based in Geneva, known as OCHA, activated its disaster response system - alerting rescue experts around the world and dispatching its own experts to Turkey. The United States has offered to support OCHA in setting up an emergency coordination office in the earthquake area. U.N. agencies in Ankara, in coordination with Turkish authorities, plan to send an advance team to the affected region in western Turkey on Wednesday to make a preliminary assessment of damage and needs. Meanwhile, desperately needed help for search and rescue operations was on the way. Putting aside its longstanding political rivalry with Turkey, Greece sent three C-130 military transport planes carrying two emergency medical teams with 11 doctors and pharmaceutical aid, the Athens News Agency reported. Greece, France, Austria, Israel, the German Red Cross and the Swiss Rescue Chain, dispatched sniffer dogs and rescue teams. Russia and Britain also sent rescue teams - and Japan, Iran, Bulgaria and Romania offered help in the search operations. A 70-member team from Virginia, accompanied by fire trucks and specially trained dogs, was due to arrive in Turkey on Wednesday to help with search and rescue operations, survivor detection and rubble removal. A separate group with eight members, from Florida was joining the Virginia team to assist in coordination efforts. Italy was preparing to dispatch a plane with survival goods from the OCHA warehouse in Pisa. The German Red Cross was also transferring a field hospital and ambulances from Macedonia. Steve Hricik of InterAction, the umbrella organization for many U.S. voluntary organizations, said about 15 member groups have been working in Turkey on education, development and health programs. Other American voluntary groups quickly offered help. The American Red Cross was sending $25,000 to the Turkish Red Crescent to jumpstart local disaster relief and was sending another $25,000 for other assistance. AmeriCares was preparing to send 10,000 pounds of relief supplies for shelters, hospitals and clinics in airlifts beginning Wednesday. Other American organizations, such as Food for the Hungry, American Jewish World Service and Church World Service, were working with their local partners to channel aid. Operation USA was planning to provide supplies for hospitals and temporary shelters from its Los Angeles warehouse.
