A few months ago, I freelanced for a corporation that compiles data on copyright violations in the Asia-Pacific region. The results are used by the multinationals to lobby & provide ammunition to the US trade representatives.

We called Hong Kong the land of copyright theft.

Cloned computers running on pirated software in offices employing 200 is very common. Only recently the government has legislated to punish corporations caught. Legislation is underway to punish individuals caught. Southern China (40minutes from Hong Kong) no such laws, no enforcement - nothing!

Singapore has lower costs, far better enforcement and a quality customer service (appalling in Hong Kong). Michael Dell has weighed in corporate taxes (higher in Singapore than Hong Kong) to arrive at a the decision to shift to Singapore.

The "in" thing in Asia-Pacific is to have a government-funded Silicon something (harbor, peak etc.). The team-leader of big-blue's chess winner heads Hong Kong's Silicon Harbor.
Silicon Harbor has been dismissed by experts already. Reasoning is this. Silicon Valley thrives on brain-storming. You can't have suits & stiffs engaging in power-plays. This is a quote "People in Hong Kong are too rude, employees can't be productive let alone have brain-storming sessions if they start their mornings in a sour mood."
Michael Dell's team has probably seen this. Considering Dell's customer service par-excellence, the shift from Hong Kong is a logical move."
