Jon, first we must determine if the person uses drugs or abuses them. This includes alcohol because contrary to popular belief, alcohol is a drug and the addiction is much the same as any other drug. Those that have just used any drug on occasion can just say No. I think what Guiallani meant was to say no to the pusher and never start using. Those that become addicted should be helped, in some way, to withdraw from the monkey. Unfortunately, one with an addiction, including alcohol, will not accept help willingly. Some sort of institutionalizing is necessary. Most of the "drug users" in prison were also carrying with intent to sell. A fancy name for a pusher. All pushers should be stopped in their tracks and incarcerated before they can spread their poison farther. Since they knew what they were doing and did it willingly for profit, they should not be given more than one strike. Those who habitually buy drugs are the ones who continue the trade. Stop the desire for drugs and you will stop the problem. How to do that is still eluding us all...TD
