Maggots feed on the flesh of the dead. As GWB's stance as a moral guardian is quite dead, perhaps the original author was drawing an apt analogy. The "little liberal" language is a phrase required to be used once a year by graduates of the Spiro Agnew School of Diction. Agnew, some may recall, gained fame by describing the press as "nattering nabobs of negativism."
