Did you try asking Etrade? They have a Canadian division as well. I don't know if they are any more organized than the others.

It's amazing that with all the advances Americans have made, they haven't figured out how to let you have a foreign currency account. I was in Dallas one time and I had to go to 4 different banks before I found a bank that had an international currency counter. I thought that was ridiculous. In Canada it's hard to find a bank that doesn't have a foreign currency counter. I started to make a big stink about it till I saw they all carry guns!
