Following Mr. McGowan & VerSecure...

Doug McGowan of HP's VerSecure is a busy guy. He's on the President's committee for setting up guidelines for exporting cryptography... along with Esther Dyson (who's written about Wave Systems.)

He spoke at the May 1999 Card Tech (smart card event).

But, let's back up first to an article about Wave Systems and Embassy and VerSecure from a 11/98 Boston College publication...

(That article makes me wonder if by chance certain OEMs have been holding back on Embassy--at least in domestic models--until a "back-door" is approved.)
