If MSFT offers free Internet access, they will have to compete with other free Internet Access Providers (IAP). They will not compete with ISP's. It takes a lot to be a ISP and much more to be a successful one. MSFT currently does not have the infrastructure to be a ISP.

MSFT is a software house and they can pose instant threat to software products such as JAVA, UNIX, LINUX, Instant Messaging, NETSCAPE Browser etc. It will be some time before they start to scratch the ISP surface. Their current MSN subscriber base is a proof of that. Why have not been successful in signing up more subscribers? After all it is Microsoft and the clout that goes with its name. People would naturally have flocked to MSN because of its clout and name !!!!!! WHY HAVEN'T THEY?
