The investigation was 18 months before the raid on the offices of Starnet.

Investigators bet on pro hockey and football, when they won they asked for their winnings to be paid out, they received cheques in the mail from Vancouver Puerto Rico and Antiqua.

The police found a letter dated January 28 1999 addressed to the office of the Prime Minister of Antiqua saying that unless the government immediately approved its licensing proposal Starnet would be forced to move to St Kitts.
