FICA is also skewed against people who live on the coasts and in higher income cities. People who live in rural areas and lower wage locales and retire there make out the best in terms or returns on what they 'invest' in SS. Many of the same also pay little or no federal income tax, and many collect earned income tax credit (EITC) to supplement their income.
