Greenspan and the FOMC don't react to stock market conditions in general, the bond market, the currency market, and in general the economic indices as reflected in the Beige Book. And all of the mechanics they utilize are secret and we can only guess at. They are known to be forward looking projections (nonlinear) based on underlying conditions.
