Ratan:

Vajpayee said the proposed commission to review the Constitution
could examine the proposal to fix the tenures of elected Houses so
as to provide stability to the country's political system. Addressing a press conference, he said governments in India do not fall on their
own, but are toppled for political reasons. Saying that a
no-confidence motion against a government should necessarily entail
with it the proposed alternative government, Vajpayee said this
practice is prevalent in many countries. Asked about whether this
could lead to a Presidential form of government, the Prime Minister
clarified, “we are not proposing the Presidential system. But, the
proposed commission can examine this issue as well.”
