Mlechha is often used as a curse, though it actually means a foreigner. -g- It is similar to a-praachya = a person who is not from praachya.
praachya = the East.
a-praachya = which is not the East, i.e. the West!

Mlecha is one who doesn't fall within the confines of chathurvarna, the system of four caste categories, and hence mostly applies to foreigners.

I am not so sure that Dalit's are sudras. Sudras are not untouchable.

Mohan, think about the major castes in Kerala. The Sudras are actually a high caste there.
