Robert, I am not comfortable in forecasting the discounting on international submarine fiber links due to several variables which are unknown to me at this time. One is the PTTs' influence in the matter, and the pace that they dereg and begin to honor WTO edicts.

Nor am I confident that anyone would be willing at this time to cannibalize themselves [or others, for that matter] as readily as they would if competition heated up in submarine markets by a factor of 10 (like it has for backbones on the European continent recently), as they would, or as they appear poised to do soon here, domestically.

Another factor is the longer term contracts [some going as long as 15 to 20 years or more] associated with IRUs, as opposed to month-to-month, or 1- or 2-year term contracts.

There is the potential suddenness with which other operators might spring up or increase their capacity without warning. It gets to be quite what-iffy. To be certain there will be discounting, but just how much I can't begin to guess at this time with any degree of comfort.

I think that I will let someone else answer this one and be wrong, as I am nearing my quota of missed calls for the year, and it is only August. Frank
