And I'm assuming the competing @home cable modem service is probably still only a $100 activation charge (install fee waived) and then $39.95/month. Is this correct?

This is exactly what both Time Warner Road Runner AND GTE Worldwind charge for cable modem service in the central Florida market for about 18 months now.
