If they are registered, then whoever receives the loaned shares has just been given the opportunity to (safely?) short a coupla million shares.

I believe the new owners would have to file with SEC and old owner also as it is a change of status.....also, someone should check with CA attorney general office...I'm not sure this is legal.Normally , shareholders must be given prior notice before registered shares is increased, this seems to be away to circumvent that.
