The price-band plan does indeed sound half baked, because

a) they don't even know yet what level of production is appropriate to maintain $18-20 oil in the long term,

b) There's too much uncertainty about stock levels, demand changes, and non-OPEC production,

c) The time delay between production and delivery will send the system into oscillation, and

d) It creates an incentive to cheat because if one country overproduces the others are obligated to cut back their production to keep the price up!
