Brooks, you may be right about the prioritization, but I suspect it nevertheless is viewed as very important in that paying bills is THE ONE thing every consumer/family must do at least once every month, and generally much more frequently. I also believe that given the nature of what is required to "get it set up", once it has been, it will take either an unbelievable alternative offer (or an unsatisfactorily resolved screwup) to get an enrollee to change providers. In much the same way consumers let inertia keep them banking with a given institution because to change banks is not a pleasant experience, consumers will stay with their initial choice because changing aggregators/bill-paying arrangements will be no fun.

They have to know this, making first to market a significant advantage. IMHO
