Small float will make it volatile and institutions generally do not get into stocks with small float as they cannot build a meaningful position without taking the price up sharply. also the end of lock period does not essentially mean a lot of insider selling and the companies prefer to do it thro' secondary offerings.

Goldman put MDRX on the recommended list, and the stock didn't do too well
I hope this one can do better ...
they better put it on the 'must own' list ...
