"CONNECTION DOCTOR'S ONLINE TESTS

Having your Internet connection go south is a little like when your
automobile won't start: You have to figure out which of the
complicated systems under the hood is misfiring. Norton Connection
Doctor in SystemWorks 2.0 can help isolate your problem.

With your online connection closed, launch Connection Doctor from the
Norton Utilities Group on your Start Menu. You have a choice either to
run its system, modem, and dialing test suites individually or to run
through them all in a single session. Either way, you'll get a
line-by-line itemization of the health of all the components that go
into making a connection--from the condition of PC components like
your swap file to your port IRQ settings to your phone line's ability
to pass signals to a test server. Connection Doctor will report any
problems with these systems and either suggest a fix or point you to
the help file for more troubleshooting."

whether or not 'connection doctor' works with cable modems, i do not know. you could always check with symantec online.
