Mexico's Pegaso to Open Wireless Phone Services in Guadalajara

Mexico City, Aug. 24 (Bloomberg) -- Pegaso PCS SA plans to begin offering wireless phone services in
Guadalajara, Mexico's second-largest city, tomorrow as it proceeds with its planned expansion into 30 cities
in the next five years.

The company, which invested $90 million to set up operations in Guadalajara, hopes to emulate the strategy
it used in Tijuana, where it bills customers for the exact seconds they use instead of rounding the calls to the
nearest minute.

Pegaso, which is 33 percent owned by San Diego-based Leap Wireless International Inc., also plans to sell
cellular phones bundled with prepaid minutes in more than 200 retail outlets. It has signed distribution
contracts with Organizacion Soriana SA, Office Depot, the Far-Ben SA drugstore chain, Oxxo convenience
stores and other retail outlets.

After it offers its service to Guadalajara's 5 million residents, Pegaso plans to provide wireless services in
Monterrey, Mexico's third-largest city with about 3 million people, in early September.

The company, which is also part-owned by Latin America's largest broadcaster Grupo Televisa SA, also is
planning to enter Mexico City by the end of the year or early 2000.
