Dick may not realize how close he is to the truth with the above statement.

My friend was commenting last night that the biggest problem they have faced is the sheer lack of facts they have for assessing the vulnerabilities of the US, let alone the rest of the world.

And the diplomacy dictates that while we're willing to help the rest of the world, we by no means "own the problem". People are very emphatic that Y2K not be turned into a political weapon against the US, becoming a weapon in an attempt to blackmail foreign aid or additional loans.
