This was back in the early 80s so the internet wasn't the cause. It was mainly switching centers between small towns. They would be designed to handle say 600 calls per hour and would normally handle 200 calls per hour. The load might jump to 400 CPH and they would lock up. The techs would call the centers and "talk nice" to the equipment and it would start working ok.
