BigBull, I do not remember when it was exactly, but didn't Germany
initiated this damned sell off last November or so? What they were trying to relieve that time? But the oil price dropped too low very soon after that, and they SUSPENDED the sell off.

At the time of financial troubles, the governments give no damn about what the "strategic reserves" mean. Look at Russia. They sold all their strategic reserves - even of rare metals. If you think the Germans want to relieve the world (they are selling it to the world!!) oil shortages now... well.. the history is a witness: it is not first time they are acting crazy.

Anyone know anything about a relatively new outfit called Spinnaker Exploration & Production? They were the 4th biggest bidder in the GOM lease sale and have accumulated some prime deepwater blocks.

I have them scheduled for an IPO week of Sep 27. They seem to have a lot of ambitious plans for deepwater E&P. They are 52% owned by Warburg Pincus Ventures and 46% by PGO. They have a deal with PGO for a huge amount of 3-D seismic in the gulf. Probably will be over-priced after the IPO but it may help the deepwater drillers to bring another significant player into the market.
