Thats the reverse of US where the taxpayer foots the bill and the private industry profits from it. If India would provide freedom to its people, I am sure the 'people' would propel the country ahead of all others.

HAL to design up-to-date aircraft

NEW DELHI

Drawing boards are being got ready fast in the vast designing halls of
Hindustan Aeronautics Ltd., Bangalore, to map out the design of and later
develop the most up-to-date and the most versatile combat aircraft for
the use of the Indian Air Force in the next decade.

It is claimed that this aircraft with its multi-role capabilities when it
comes off the production lines sometime early next decade, will be as good
as, if not better, than the American Phantom or the French Mirage,
both of
which are said to be the best fixed-wing aircraft in squadron service in
the world currently.

The cold war is over. The former USSR is broken into many daughter states. The cold war mindset is replaced by commerce between USA and Russia. Americans are putting out fires in countries ranging from Haiti to Yugoslavia. There are many unresolved hot spots such as Iraq, North Korea, Kashmir , Middle East etc. USA and Russia are not enemies anymore. In the years to come China and India will become friends , once India stands up to the regional enemy, namely China and shores up its nuclear and missile defense systems. Pakistan is a bit player in this world drama. Pakistan is not our real enemy, but it satisfies Pakistan's leaders ego and boosts their self-imposed importance to portray India as its enemy. India is upgrading its defense systems not because India is worried about Pakistan's military might. China is the India's potential aggressor, until India develops credible defensive and offensive weapon systems which could be deployed from air, sea and land. Pakistan should know that India does not need this land-sea-air systems to defeat Pakistan .What India has now is enough to finish Pakistan once far all. But India wants peace with Pakistan. It is China, stupid. Pakistan's rattle-brained rantings with its nuclear sword is akin to the saying " my one eye for your two eyes". Both countries will get the nuclear fall-out, not a pretty sight. In a first strike blunder, Pakistan will get wiped out. Hope Pakistan's leaders accept LOC as the international border and live in peace with India. This land-sea-air systems will be a strain on India, but the same systems development will break the back of Pakistan and bankrupt the country. Something to think about.
USA's pro-pakistan Nixonian tilt is a thing of the past and USA is getting closer to India and wants a credible military balance in South Asia against China. And also India,compared to pakistan happens to be a large trading partner with USA. Commerce and defense are a common ground that India and USA are standing on. Pakistan does not simply have that edge. Pakistan, just accept your lot and live happily with your neighbors.
