The People pay and the rulers evade taxes. Here the pak. Govt is one step ahead of the Indian counterpart. Well, the last time I checked, India and Pakistan were running neck to neck in terms of corruption levels. So both sides have no reason to gloat over that. And why mention Jayalalitha and leave out the other champion -- Sukh Ram? Is it because the latter is still allied with the BJP? And in any case, the BJP has already slept with Jayalalitha too, in order that they could taste power for one year. So there! Looks like Churchill was right on target when he said what he said 50 years ago...
