Average oil prices for June were 17.95. In May 1999 crude oil hit the $19 level.

I have not seen were they account for oil imports as $14.5 and how they calculate it. Excluding transportation imported crude oil should be cheaper than Texas crude. Spread of $3.50 per barrel seems excessive.
