NEW YORK--(BUSINESS WIRE)--Aug. 27, 1999--WinStar Communications, Inc. (NASDAQ:
WCII - news) announced today that it has been awarded a spectrum grant for two of Germany's
largest business markets, Hamburg and Cologne. WinStar is the only major U.S.-based fixed
wireless carrier to receive spectrum in any of Germany's leading business centers. WinStar
paid a nominal license fee for these grants, which are in the 26 GHz band and are designated
for use with point-to-multipoint technology.

William J. Rouhana, Jr., WinStar's chairman and chief executive officer, said, ''With this
award, WinStar is one step closer to completing its plan to offer services to the 25 most
important commercial centers across Europe.''

In December 1998, WinStar announced it would expand to a total of 50 targeted markets
outside the U.S. within five years. To date, WinStar has been granted spectrum in ten of its top
50 international markets, including four of the top ten: Tokyo - #1, Osaka - #2, London - #4 and
Buenos Aires - #8. In addition, WinStar has obtained spectrum in Hamburg - #20, Cologne -
#25, Birmingham - #29, Manchester - #30, Amsterdam - #45 and Rotterdam - #46.

WinStar Communications, Inc. is a pioneer in providing business customers with broadband
communications services, including local and long distance phone service, as well as
high-speed Internet access, data and information services. WinStar provides these Wireless
Fiber(SM) services in more than 30 U.S. markets over its own local broadband networks, using
its licenses in the 28 and 38 GHz spectrum, which are connected to the company's nationwide
fiber-optic network. In addition, the company offers Wireless Fiber services in two markets
