I'm afraid you've got the wrong picture: it was Russia and Serbia's closet allies (France, Greece,....) who didn't want to push it on to Belgrade in order to give Milosevic the fatal blow he deserved. Remember that Russia even hinted at a looming Third World War if the US ground-invaded Kosovo in her face!! Furthermore, the US's European allies were betting both ways --their shameful leniency toward nationalism preventing them from genuinely and assertively liquidating the Serbian regime. Finally, as far as any comparison with WWII is worthwile, I think that the whole Continental European combo was a pathetic sequel of the Chamberlain-Daladier duo.....
