And, just like the airlines, there are remedies - but this gets into the legal and regulatory areas - not the design of the network. With a statistically based network, the customer cannot complain, because 1) they don't have the contract, 2) the network operator just raises their finger. Sooner or later, the customers will be demanding reliable and predictable (and contractual QoS). ATM can provide this. IP and statistical multiplexers cannot.
