Jeff - is this really OT? Anyway, you might want to look at this link:

as a start. After reading some of the stuff on there, I think takeover premiums for the few private water utilities in the US are the immediate way to go. Desalination would be a more long term investment, imo, based upon my cursory understanding of the concept.
