This isn't corruption, goldsnow, ... it is multi-cultural sensitivity demonstrated by the Russian president. After all, we all know that Italian economy is based on corruption, and Mr. Yeltsin just didn't want to hurt this man Pacolli by erecting an unneeded cultural barrier ... :-)).

I agree to your #14256, but I think an installation like Nostradamus is quite easy to hurt, if you really depend on its' elimination. The stealth principle is recovered then. Satellites are much more secure ...
I also doubt that the French would have been able to communicate their localizations to Serbia in real time. If Russian technology can compete in this field, it is at least doubtful that they would install it in Serbia. Stealth localization over Kosovo from Russian territory seems out of reach, based on the Nostradamus specifications.

One of the main inspirors of Stealth technology says that 'today's fighters (F117A) aren't stealthy at all'. Just like one of the RSA-guys demonstrated deciphering RSA messages with 512 bit keys with his own special hardware ...
