They will put it in a settop box. It's easier to up-grade/change when other features are in demand, or new standards are adopted. With Digital TVs at $5,000, it's cheaper to replace/update a $300 settop.

Thomson usually uses SGS Thomson decoder chips. They have partnered with both C-Cube and Divicom, for encoding solutions. During the TeleTV trails of the telecos, Thomson used both Divicom and C-Cube(even for the settop).
