I would say it failed as much as our attempt to get to the Moon. The original court found many of his programs unconstitutional. Later, when he DID pack the court, the new court found many of his formerly unconstitutional programs and laws "suddenly" constitutional.

The president who succeeded in packing the Court was Lincoln. No one but Southerners complained.
