I consider everything under 2 seconds is OK. If I see delay 2-5 seconds, I become very cautious. Delay over 5 sec(which happens quite seldom) means no trading for me, unless I deal with stock like CORL or STEI or NOVL, when relatively big float makes price movements much slower and big amount of market participants on each price level offers more safe exits if situation changes.
I use ISLD to check how big delay is. Mechanic is simple:
I place ISLD order away from current market and watch the delay between order sending click and order appearing in ISLD book. Most often, it's 1 second or less.

One way to test your data route is to observe how long it takes for an order to appear on L2. I have ADSL (256k dl) and when I hit the buy button my order posts (if it doesn't fill instantly) in about 1-2 secs typically. This reflects that my upload speed is slower than download. From experience trying to hit bids or offers, I don't think anyone is getting data much faster than I am. Now my own reaction time is a different matter! I think too much!

BTW, my trace hops are usually in the 50-100 MS range, so that's a bit faster than yours. It sounds like you are on 56k and you are probably a second or two slower.

I've had delays of up to a minute or more on my level II display on an active IPO stock compared to the ISLD book viewer. And I've got ADSL. The problem with the direct order entry software is that the order entry is tied to the level II data. So if your level II data is delayed then it's difficult to trade (the most common problem I encounter when this happens is not being able to place an ISLD order due to crossing/locking the market even though that should not have been the case according to the more accurate/current ISLD book viewer).
